Looking at
https://www.vehicleenquiry.service.gov.uk/ the tax ran out in June 2002 so its been off the road a while. You could contact the DVLA to ask them to tell you the previous/current recorded owner -

They're actually very relaxed about it Geoff, I haven't had a request turned down yet. Both as a current owner and a previous owner. For example I found a service book once for one of my old cars - it had a main dealer history upto the point I bought it. I contacted DVLA and asked for the current owner's details explaining that I wanted to post the history on, and they sent it back within a week. I also asked if I could have 'as much info as you have' on a previous Landy, and they sent me a thick pile of paperwork on the vehicle - every previous owner, full MoT history, printout from the DVLA vehicle detail register etc etc. They're very helpful.

Hello, I currently own ASH 770W. Happened to google the reg to see what came up.
He's was in a bit of a state when I got him, but being treated to lots of fresh parts. Hoping to be road worthy by summer.
