now fixed!!!!!!!!!!!!!!!
wire from starter which should give a 12 volt feed direct to thre coil whilst cranking was not comming live, the ballast now has a shorting wire across it via a switch on the dash to assist with starting then switch back to 9 volts once started.

Sounds like you may have a dodgy selonoid on the starter. Mine was having problems pulling the conatcts accross and wasnt even powering the starter.
