door seals for side doors

Just bought a seal set for the rear side doors on a wagon.
All but two of the seals don't have any pre-punched rivet holes. Is this correct, or is it just a cheapo repro kit? I have seals for the front doors but these are all genuine part and have pre-punched holes.
