The url is incomplete. It should have the name of the image on the end of it.

Why on earth did they cover it with a tarp? It seems that the frame could stand a little sun light or rain without any trouble and the tarp would just turn into a flapping mess on the highway.

Yes, tarp was to try and reduce attention. Did get a drive past from a traffic car (slowed down to look) but I wasn't stopped.
