Land-Rover CVs aren't, they rely on splash for lubrication. However your question was about bench testing.
I always grease before fitting. One for protection and two because CV grease is only a thicker version of One Shot. If it mixes with gear oil it won't do any harm.

Pull it apart as per any CV.
Once greased, movement should be firm but relatively even in any direction.

Date of compliance is not date of manufacture, though it can be close. State transport authorities usually accept this date. No, there isn't a database. My own will only narrow the gap. The only local Heritage Certificate available will only parrot what's on the plate, plus a bit of fill such as ass...

So if it's got a Compliance Plate it has a date from the manufacturer stamped into it!

Have you counted the seat belt anchorages to work out how many it's intended to seat?
Apart from the isuzu engine and the seller's story, what proof is there that it's a factory fit?

If it's an Australian car (a Land Rover 3.9D) then it came with a Compliance Plate and Leyland Australia documents. There is no way in hell it can be a County.

No. I've advocated for years that Australia is an economical source of vehicles but you almost never see it taken up. Save for overpriced units that end up in the States. In the KPH version, all 109 with the same tyres use the same speedo.

You used a vacuum gauge to set the timing? The pulley has gradual increments and the distributor has micrometer adjustment. So setting statically is quite effective.
