Just a guess, but looking at that plate, I wonder whether a previous owner had problems with the police or VOSA (vehicle safety agency) over towing weights. It looks as though the only purpose of that plate is to confirm the drawbar weight of the vehicle as 4000kg (6710 less 2710), and perhaps this ...

The pipes are indeed for fuel overflow, in case the carb floats stick. I have had this happen with a Range Rover once.

I have just bought a very sad-looking Stage One for breaking. It is a RHD pickup in Java Green, registration BFW 172W.
